Fortunately, the US federal RICO Act actually defines the setting up of such a system as being a crime in itself - racketeering.<br /><br />FIFA is a legally-registered non-profit-making corporate structure based in Switzerland, but it comprises a labyrinth of legally-registered corporate stuctures (national football associations) all around the globe - some of these have been fronting criminal acts in the USA. This is what leaves the bosses of FIFA wide open to extradition and prosecution under RICO. FIFA officials are also being investigated by Swiss prosecutors.<br /><br />In very simple terms, Sepp Blatter (a Swiss national) has presided over a global criminal enterprise in which he and his FIFA officials have collected and controlled billions of dollars (mainly deriving from broadcast networks and commercial sponsors) in exchange for the rights to broadcast and associate with the world's most popular sporting event - the World Cup - which is owned by FIFA and staged every 4 years. <br /><br />Blatter has kept paying out a proportion of this lawfuly-obtained cash to FIFA's majority of poorer national associations whose own delegates, under obligation, have kept re-electing him.
