They are so named, because this type of fraud (on an industrial scale) was first run out of dingy rented offices with dozens of crooks using dozens of telephone lines; just like pipes coming from a boiler.<br /><br />Interestingly, the term 'boiler room' was previously used to describe mass-American political canvassing done by using teams of volunteers to cold-call voters.
